CJLC provides accounting, audit, tax, and reimbursement advisory services to long-term care providers, school districts, and nonprofit organizations across Connecticut.

History

Established in 2000.

CJLC was established in 2000 to provide rate-setting and audit services to the State of Connecticut Department of Social Services and Department of Developmental Services. That experience gave the firm an uncommon understanding of how financial information is reviewed, how rates are calculated, and how providers can prepare for scrutiny.

The firm's mission is to provide responsive service and durable value in a manner that reflects its commitment to excellence. Clients depend on the firm's abilities, integrity, professionalism, and expertise.

A combined-experience figure is intentionally omitted from this site until the firm confirms the correct calculation.

Craig J. Lubitski, CPA

Founding Member

Long-term care industry experience since 1985

Craig is the founding Member of Craig J. Lubitski Consulting, LLC and has worked in the long-term care industry since 1985.

He established CJLC in 2000 to provide rate-setting and audit services to the State of Connecticut Department of Social Services and Department of Developmental Services — work that shaped the firm's understanding of how reported financial information is examined.

He has extensive experience with Connecticut rate computations and field audit procedures for all levels of care, and reviews the reasonableness and allowability of costs in accordance with State Medicaid and Medicare regulations.

Mark MacKenn, CPA

Partner

Long-term care industry experience since 1996

Mark has worked in the long-term care industry since 1996.

He has extensive knowledge of Connecticut long-term care regulations, rate-setting policies, and history, which allows the firm to respond quickly when legislative and administrative changes take effect.

He is fluent in the reimbursement models used in Connecticut long-term care and assesses issued rates to identify available reimbursement and appealable items.
